Pardon me, but I don’t get it. The article is about Cubans on the Island being allowed to leave and return as they see fit. Not about Americans going to Cuba. It would be a step in the right direction for the regime but I doubt they would fully implement it. If they allowed Cubans to leave anytime they wanted the country would go from a population of about 11 million to about 1 million.
